You could ask the wholesale flower vendors in the NYC flower district on 28th St., between 6th and 7th regarding availability coming from outside the U.S. Two top cut flower wholesalers are G. You don't have to be in the industry to buy flowers from their stores that open very early in the morning. Call after lunch and they may be more available to answer your questions. They are across from one another on opposite sides of the street on 28th St. if you want to pop in their stores ask the manager for assistance.
