How can I find a qualified arborist?

Answer

A good place to start is the website of the International Society of Arborists (ISA). To be listed on this website, arborists must take a certification exam. Use the "Find an Arborist" link to search for arborists that work in your area.

Of course, certification means the individuals listed passed an exam and so have a certain level of knowledge. The website doesn't discuss reputation. So as in any field, while the people listed are all certified, their level of expertise will vary.
