What is the name of the irridecent salvia with a chinese lantern-like flower that is in a pot on top of a pier in the herb garden?

Answer

Thank you so much for your question!  I believe that you are thinking of the beautiful ornamental oregano Oreganum 'Kent Beauty".  Your description of lantern-like flowers fits perfectly.

Here is a link to a fact sheet on the plant from the Missouri Botanical Garden that will answer any questions you have about growing it.  It is an easy and forgiving annual to grow in our area.
