Yes, since they are tender perennial hardy to zone 8, you would have to purchase plotted plants in spring or start seed indoors 6-8 weeks before last spring frost date.
Hardy sages do exist, and there are many species and cultivars to choose from for zone 5. Let me know if you want more information on these hardy types.
