Agapanthus 'Queen Mum' 1st year plant didn't flower. Have I done something wrong?

Agapanthus praecox QUEEN MUM ('Pmn06'PBR) is a beautiful bi-color, evergreen agapanthus from the Australian breeders Pine Mountain Nursery. They need to have full sun and great drainage to flower. The breeder warns against over-fertilization or the use of rich organic soils which can burn the plant and result in loss of flower. They recommend mixing compost and slow release fertilizer into garden soil when planting. Take care not to allow turf fertilizers to spread to the planting area.
